The overall objective is to coordinate with the core stakeholders (GoM, Illovo, out growers' schemes, development partners, etc) in both the programming and implementation of the EC Accompanying Measures so that they support Malawi’s National Adaptation Strategy (NAS) and, in doing so, minimise the potential negative effects and maximising the benefits arising from the sugar reforms.

The specific objectives of the expert are:
1) Provide capacity support to the Steering Committee and its stakeholders to help coordinate the implementation of activities related to EC support in the sugar sector in Malawi;
2) Coordination of issues pertaining to work on the activities currently ongoing or to be undertaken funded by the Sugar Accompanying Measures programme;
3) Assist with the future programming of possible funds to be allocated to Malawi under the 2011-2013 MIP by giving advice to the EC Delegation and Sugar Steering Committee and providing assistance with the drafting of any required documents;
4) Facilitate any other work that could make the Steering Committee effective in implementing the National Adaptation Strategy.
