Expert(e)s en développement territorial rural/expert(e) niveau regional

Qualifications et compétences

• Diplôme de l'enseignement supérieur de niveau BAC + 5, niveau Master, en sciences du développement, en agronomie/agriculture/développement rural, en économie du développement local ou dans une discipline pertinente et directement concernée, ou une expérience professionnelle pertinente équivalente de 7 ans en plus de l'expérience professionnelle générale.

• Une très bonne maîtrise de la langue française parlée et écrite.

• Atout: maîtrise parlée et/ou écrite de la langue arabe.

Expérience professionnelle générale

• Au moins 7 années d'expérience professionnelle générale dans le domaine du développement rural et/ou territorial et de la coopération dont au moins 3 expériences (période >= 1 mois) acquises à l'international dans ce(s) domaine(s) ;

• Au moins 3 expériences (>2 mois) dans la mise en œuvre, le suivi et/ou l'évaluation de programmes de coopération au développement.

Expérience professionnelle spécifique

• Expériences (période >= 2 mois) en tant que chef de mission/d'équipe.

• Expériences (>1 mois) à la mise en oeuvre, le suivi ou l'évaluation d’un programme d’appui au développement territorial ou rural territorialisé.

• Expériences (>1 mois) dans l’appui à une administration technique déconcentrée et/ou aux services techniques des collectivités territoriales;

• Expériences (>1 mois) en matière de développement économique rural (agriculture, tourisme rural, artisanat rural, développement de filières agricoles, analyse et développement des chaînes de valeurs, aires protégées, parcs naturels)

• Expériences pertinentes dans les pays en développement, notamment dans les pays présentant un contexte de développement similaire à celui du Maroc.

„EU Support to Sustainable Energy Connectivity in Central Asia (SECCA)”

The intended start date is 1 July 2021 and the period of implementation of the contract will be 48 months from this date.

Key expert 1: Energy Sector Engineer – minimum 680 working days (at least 75% in the region)
Qualifications and skills
 At least a Master Degree academic level in engineering, or in the absence of such Master Degree – an academic degree in relevant field with more than 15 years of professional experience in the energy sector engineering;
 Ability to draft clear and concise reports;
 Excellent social, communication and presentation skills including online presentation skills;
 Fluency in oral and written English (at least C1 level) is essential;
 Fluency in oral and written Russian (at least B2 level) is a strong asset.
General professional experience
 At least 12 years of working experience in energy sector engineering;
 At least 3 years of international working experience in Energy Efficiency and Renewable Energy assignments;
 Working experience with EU sustainable energy and environmental legislation;
Specific professional experience
 At least 1 year of working experience in development co-operation matters;
 At least 5 years of working experience in Energy Efficiency and Renewable Energy engineering;
 At least 1 year of working experience in the EU-funded Technical Assistance project is an asset;
 Experience in delivery of seminars and/or trainings in a multicultural environment.

Key expert 2: Senior Energy Sector Governance Expert – minimum 680 working days (at least 75% in the region)
Qualifications and skills
 At least Master Degree academic level in engineering, law or management, or in the absence of such Master Degree – an academic degree in relevant field with more than 15 years of professional experience in energy sector governance;
 Ability to draft clear and concise reports;
 Excellent social, communication and presentation skills including online presentation skills;
 Fluency in oral and written English (at least C1 level) is essential;
 Fluency in oral and written Russian (at least B2 level) is a strong asset.
General professional experience
 At least 12 years of working experience in governance of the energy sector;
 At least 3 years of international working experience in energy sector governance and legal counsel;
 Working experience with EU sustainable energy and environmental legislation;
Specific professional experience
 At least 1 year of working experience in development co-operation matters;
 At least 5 years of working experience in Energy Efficiency and Renewable Energy governance/legal counsel;
 At least 1 year of working experience in the EU-funded Technical Assistance project is an asset;
 Experience in delivery of seminars and/or trainings in a multicultural environment.

Key expert 3: Senior Energy Sector Finance Expert – minimum 680 working days (at least 75% in the region)
Qualifications and skills
 At least Master Degree academic level in finance or economics, or in the absence of such Master Degree – an academic degree in relevant field with more than 15 years of professional experience in the financial sector;
 Ability to draft clear and concise reports;
 Excellent social, communication and presentation skills including online presentation skills;
 Fluency in oral and written English (at least C1 level) is essential;
 Fluency in oral and written Russian (at least B2 level) is a strong asset.
General professional experience
 At least 12 years of working experience in the finance and capital markets sector;
 Working experience in emerging/developing economies;
 At least 3 years of international working experience on sustainable energy assignments;
 Working experience with EU sustainable energy and environmental legislation.
Specific professional experience
 At least 5 years of experience in investment facilitation in sustainable energy projects;
 Previous working experience with Emission Trading Scheme carbon market instruments;
 At least 1 year of working experience in development co-operation matters;
 Previous experience in the EU-funded Technical Assistance project is an asset;
 Experience in delivery of seminars and/or trainings in a multicultural environment.
