Stage - Assistant(e) de Projets

Créée en 1959, la société AGRER S.A.-N.V. réalise des études et fournit une assistance pour la conception et l’exécution de projets de coopération internationale, principalement dans les secteurs de l'agriculture et du développement rural et le renforcement des institutions des pays partenaires. AGRER effectue des prestations de services pour le compte des gouvernements ou d’institutions publiques financées par l’Union européenne, par la Banque Mondiale, par les Banques Régionales de Développement. Mission : Assister le Manager ou le Chef de Projet

  • dans les activités commerciales (lettres d’intérêt, offres commerciales,…)
  • dans le suivi quotidien de l’exécution du projet pour tous les aspects financiers, logistiques et administratifs ;
  • comme interface permanente du département avec les Services d’appui internes, avec les partenaires externes (clients, administrations, bailleurs de fonds,…) et avec les experts sur le terrain.
  • pour l’administration du courrier, le classement et l’archivage des dossiers et rapports.

Responsabilités principales :

Gestion des projets :

  • Suivi et traitement des aspects administratifs et logistiques des contrats en exécution,
  • Contrôle de gestion, suivi budgétaire des dépenses des projets,
  • Préparation et suivi des facturations et paiements aux clients et prestataires,
  • Appui à la remise des rapports et livrables des projets ; appui à l’édition des rapports ;
  • Suivi et mise à jour de tableaux de bord de gestion de projet ;
  • Organisation de la mobilisation des experts (voyages, visas,…) et de l’acquisition de matériel des projets

Préparation des offres de services :

  • Appui pour la préparation de manifestations d’intérêt (recherche de partenaires, sélection de références) et des offres (préparation des budgets, évaluation des CV’s d’experts, recherches documentaires et techniques sectorielles...),
  • Coordination (édition, aspects administratifs) et expédition des offres.

 

Profil recherché :

  • Jeune diplômé MSc Agro / bio-ingénieur ou tout autre Master pertinent
  • Bilinguisme français / anglais
  • Maîtrise de MS Office (Word et en particulier de l’outil Excel)
  • Capacité à travailler en équipe,
  • Initiative, organisation, rigueur et flexibilité
  • Sens des responsabilités et autonomie
  • Stages et séjours en pays d’intervention d’AGRER sont un avantage

 

Nous offrons : stage indemnisé de 6 mois (CIP) dès octobre 2021, titres repas et intervention frais de transport pouvant déboucher sur un contrat d’employé pour renforcer notre équipe du département DEV en charge de l’acquisition et de la mise en œuvre de contrats d’assistance technique et d’études.

AGRER’s main fields of expertise include: Agriculture & Rural Development, Environment & Natural Resources Management, Economic Development, Public Governance and Institutional Support.  Activity and projects in EU and third countries (mainly developing and transition economy countries)

AGRER is currently seeking to reinforce its headquarter’s staff

  • For Environment Department: a full-time Project Manager (ref PM-ENV-06-2021). The Environment Department is currently active in the following sectors: land use and regional planning, fisheries, climate change adaptation, mitigation, mainstreaming and access to finance, environmental and social safeguards, etc.
  • For Development Department: a full-time Project Manager (ref PM-DEV-06-2021). The Development Department is currently active in the following sectors: rural development, agronomy, irrigation, economics & SMEs, public governance & institutional support (Africa represents more than 50% of activity, then Central & South America, Asia, Europe / Multi-countries)

Main tasks

  • Development of commercial activities (market analysis, identification of new project opportunities, contacts with clients, partners,…).
  • Preparation of Expressions of Interests and Bids: identification of partners and experts, negotiation of collaboration agreements with partners, background analysis and research, writing of technical and financial proposals,
  • Management of awarded contracts: technical and logistical support to experts; partners & clients relations; monitoring and quality control of contractual reporting/deliverables and on services provided ; supervision of project administration and finance, etc

Requirements

  • Master degree in environmental sciences/management, agronomy, economics, international affairs, political sciences, law or similar
  • > 2 years experience out of which 1 year in a consulting firm or development agency, dealing with studies, consulting assignments, project backstopping and management, government counterparts.
  • Studies and prior experience in climate change related domains (ENV)
  • Knowledge and experience of procurement procedures of EU and other development agencies
  • French and English completely fluent, written and oral - other languages a plus
  • Highly organised
  • Strong attitude to quantitative financial analysis for project management
  • Advanced skills in MS Excel
  • Positive attitude to client and interpersonal relations and teamwork
  • Willing to travel

Assets

  • A project management qualification
  • Demonstrated high level technical writing skills
  • Implementation experience in developing countries

Azerbaijan: TA for implementation of the EU4Lankaran Programme: EU funded

Start date : September 2021

Duration: 38 months

Key expert 1: Team Leader – Regional development planning expert:  The KE1 will be in charge for overall management of the project in terms of priorities, content, policy dialogue, overall coherence of approach, liaising with all stakeholders and local offices of other donors, ensuring adequacy of activities towards attaining objectives and purposes of the project and delivering timely and quality outputs. He/she will also be managing the selection of non-key experts and support staff and supervising all expertise and coordinating reporting activities. He/she will closely coordinate the work with the EU Delegation.

Qualifications and skills:

  • At least a university degree relevant to this tender or 3 years professional experience in regional and/or territorial development above the required general professional experience
  • Excellent spoken and written English (at least level 2 on a scale of 1 [excellent] to 5 [basic]);
  • Working knowledge of Azerbaijani, Russian or Turkish would be an advantage.

General professional experience :

  • At least 8 years of professional experience in regional and/or rural development in the last 12 years
  • Relevant work experience in the above subjects working in the EU or EU candidate countries would be an advantage.

Specific professional experience :

  • Demonstrated experience as a team leader in managing multidisciplinary team of experts in at least one project with a budget of minimum EUR 3 million with minimum 200 WD input in the last 8 years;
  • At least 4 years of professional experience in the design and /or monitoring and/or evaluation of integrated regional development11 programs/plans in the last 8 years

Key Expert 2: Agri-food Business Expert

Qualifications and skills :

  • At least a university degree relevant to this tender or in its absence 3 years of professional experience in agri-food business development above the general professional experience requirement
  • Fluency in oral and written English (at least level 2 on a scale of 1 [excellent] to 5 [basic])Command of Azerbaijani, Russian or Turkish language would be an advantage

General professional experience:

  • At least 8 years of professional experience in the field of agri-food business development or management or marketing in the last 12 years
  • Relevant work experience in the above subjects working in the EU or EU candidate countries would be an advantage.

Specific professional experience:

  • Practical experience with at least 200 WD input as expert in development of investment programs/plans and/or projects in the agri-food sector in the last 8 years;
  • Experience in collaborative undertakings, preferably in fruit and vegetable sector, would be an advantage

Key Expert 3: Horticultural Value Chain Expert

Qualifications and skills: 

  • At least a university degree in agriculture/horticulture or in its absence 3 years of professional experience in agriculture/horticulture development above the general professional experience requirement
  • Fluency in oral and written English (at least level 2 on a scale of 1 [excellent] to 5 [basic]);  Command of Azerbaijani, Russian or Turkish language would be an advantage.

General professional experience:

  • At least 8 years of professional experience in the horticultural sector in the last 12 years
  • Relevant work experience in the above subjects working in the EU or EU candidate countries would be an advantage.

Specific professional experience:

  • At least one experience in a project as expert with minimum 200 WD input in horticulture value chain analysis and/or development in the last 8 years
  • Experience in designing smart specialization strategies for agricultural products would be an advantageInt
