The specific aim of the contract is to improve the performance of the Management of the EU Programmes and the assistance to the other actors for the EU-Congo cooperation; so that it can implement the missions defined in annex 4, article 35 of the Cotonou agreement and support the Directorate General for Planning and Development whose responsibilities are
- to conceive and lead economic development strategies and policies;
- to elaborate development plans or programmes, to follow-up their implementation and to make the necessary adjustments;
- to ensure a better coordination of the sectorial policies
- to elaborate administrative accounts for the investment budget;
- to control and evaluate coherence between public investment programmes, the selected projects and their impact on sectorial policies and in particular on poverty;
- to follow up the execution of the programmes and public investment projects and to control them physically and financially
