SUPPORT TO THE STATE COMMITTEE FOR LAND AND MAPPING OF THE REPUBLIC OF AZERBAIJAN IN THE DEVELOPMENT OF THE TWINNING PROJECT FICHE RELATED TO THE IMPROVEMENT OF THE LAND REGISTRATION SYSTEM IN AZERBAIJAN ESPECIALLY IN THE FIELD OF LAND EVALUATION

General objective of this contract is to support the State Committee for Land and Mapping of the Republic of Azerbaijan and the European Commission in the preparation of an institutional Twinning project within the framework of the EU's ENP with respect to Azerbaijan.

The specific objective of this contract is to support the Committee in drafting of a clear and concise Twinning Fiche necessary for launching an institutional Twinning, the objectives of which are indicated at point 1.3.2 above. The Twinning Fiche shall be circulated simultaneously to the 27 EU Member States in an invitation to submit their proposals.  

The indicative overall objective of the Twinning project is seen as:
The provision for the structural, institutional, legal and administrative support necessary in order
to complete the process of land privatization and liberalization of land markets.

The indicative project purpose which constitutes the main focus of the project is: To support the
development and implementation of a secure, unitary, integrated and cost efficient system of
cadastre and real property rights registration including land evaluation and harmonization with
EU standards. To improve the regulatory framework in order to force simplification, access,
standardization and unification of registration systems and links with other public registers.

The following indicative results are expected to be achieved by the end of the Twinning project:
Component 1 – institutional / inter-institutional analysis and strengthening of relevant structures,
including review of legal framework.
Component 2 – Land evaluation methodology and its integration to cadastre system.
Component 3 – Integrated e-platform for cadastre and real property rights registration.
