The PADAP Cibitoke aims at contributing to the creation of an enabling institutional environment, efficiency and effectiveness to support the economic and capacity building of the actors on the ground initiatives

The purpose of the diagnostic mission is:
- Identify weaknesses / gaps to fill in order for the PDAL to meet its sovereign functions and utilities
- Propose dynamic and operational measures to ensure that the PDAL be strengthened to (i) perform its sovereign functions and utilities, (ii) that the PDAL is dynamic and operational in order to support and provide the transfer of technological innovations.
