The project aims in producing a methodological approach specific to each natural region (mountain, steppe, the Sahara) for sustainable harmonious development. It facilitates through the development of sectoral orientation tools, the elaboration of regional development master and management plans and of efficient Integrated Rural Development Pilot Projects. The latter aims to:
•    improve the living conditions and the income level of the populations and promote their participation;
•    increase and diversify the primary production;
•    conserve and manage the natural resources sustainably.

The direct beneficiaries of the project are the local communities and the representatives of local and national associations, the farmers and livestock breeders, but also the civil servants of the Ministry for Agriculture and Rural Development (MADR), the Ministries and the institutions involved in the implementation of the SNDRD (National Sustainable Rural Development Strategy) and the decentralized services and the local administrations of the concerned Wilayates.

Project activities focused on: institutional support and capacity building (Ministry staff), studies and development of methodological tools, training and capacity building for decentralized bodies and farmers associations, identification and implementation of projects (grant scheme mamagement).
Three pilot Wilayates are concerned: Bouira, Msila and Ghardaia.
