IMPLEMENTATION OF A MONITORING & EVALUATION SYSTEM IN THE FRAMEWORK OF THE PROJECT "SUPPORT TO THE SEED SECTOR" (PAFISEM)

The objective of PAFISEM is to improve the socio-economic and food situation in the rural zones through the rising of the production of cereals (millet, sorghum, maize, rice, wheat, fonio), leguminous plants (niebe, groundnut) and main other crops (truck farming, fodder, fruit arboriculture) through the production and spread of seeds selected and certified for the the users.
The project is based on participatory approach, oriented by the requirement of the farmers and their organisations and associations and by the identification and strenghtening of the private operators’ capacities (seed farmers, nursery gardeners) in order to make them able to become true professionals of the sub-sector .
The activities of the project are brought together depending on 4 components : i) support to the production of certified seeds ; ii) institutional support ; iii) support measures; and iv) project management.
The National Seed Service (NSS), whose head office is located in Segu, is the executive organ of the project.  The General Manager of the NSS is the coordinator of the PAFISEM. The project office includes: i) a department supporting the production and promotion of seeds, ii) a monitoring and evaluation department, and iii) an administrative and financial office.
