ELABORATION OF THE DEVELOPMENT MASTERPLAN AND ENHANCEMENT OF THE PUBLIC UTILITY AREA OF BAGRE

The purposes of the study are the elaboration of a masterplan to allow defining in the medium term the main orientations for development in the public utility area of Bagre principally aimed at developing land for agriculture, forestry and animal husbandry. The plan also takes into account the development needs of other sectors like urbanisation, education, health, transport, industry, commerce, etc. It covers the whole public utility area of Bagre, that is, 500,000 ha by 2025.
The study contemplates the elaboration of 3 five-year plans; a development and implementation plan by 2015 in the 50,000 ha concentration area. It will include a preliminary draft of the main public and collective priority infrastructures as well as mitigation actions of environmental impact.
Tender documents for the main works contracts (planning of irrigation and drainage, tidal-flats, flow routes, electricity production network and reforestation).
And finally, the study contemplates the establishment of an institutional framework (information, observation follow up and evaluation system) aimed at gathering, processing, integrating and disseminating data to measure the overall progress, to modify the masterplan according to this progress and to guarantee the dissemination of information to all stakeholders.
