Cyprus - TA to improve implementation of food safety standards

In the frame of an ongoing tender concerning the Technical Assistance to improve animal disease crisis preparedness and implementation of food safety standards in Cyprus, we are currently looking for 3 Key Experts

  • a Team Leader / Food Policy Expert (600 working days)
    10 years post-graduate experience in public administration, dealing with veterinary public health policy, including preparation of guidelines and procedures for the implementation of EU185 food hygiene and food safety standards;
    10 years post-graduate experience in public administration dealing with planning and the implementation of ‘official’ controls186 to verify compliance by operators;
    5 years post-graduate experience in the capacity building on food hygiene and food safety standards.
  • a Food Safety Expert (450 working days)
    10 years post-graduate experience in veterinary public health or food science and technology, including experience in drafting standards and procedures for the implementation of food hygiene and food safety standards along the food production chain;
    10 years of post-graduate experience in planning and the implementation of ‘official’ controls, along the production of milk and milk products, according to the EU standards
  • an Animal Health Surveillance, Animal Health Risk Assessment and Crisis Preparedness Expert (200 working days)
    10 years of post-graduate experience in public sector animal disease surveillance, control or eradication programmes
    5 years post-graduate experience, in public services, dealing with emergency preparedness and contingency planning and response to transboundary/exotic animal disease;
    5 years of post-graduate experience, in public services, in developing operational procedures and engagement with private sector to improve early detection and/or biosecurity and/or implementation of disease control or elimination measures.

Fiji - Key Expert 3: Agriculture Value Chain Expert

Project title:                             Support to Sustainable Rural Livelihoods Programme

Period of project:                     24 months

Country:                                    Fiji

Working period:                       Full-time

Project description                  The Support to Sustainable Rural Livelihoods Programme in Fiji is an EU-funded Programme. Its specific objectives are: i) Effective transition to a sustainable and more diversified agriculture sector, and ii) Development of market driven and environmentally friendly agriculture.

For the abovementioned on-going tender, AGRER is looking for:

Key expert 3: Agriculture Value Chain Expert (minimum of 365 work days)

Qualifications and skills

  • At least a master degree in or equivalent academic qualification (university or similar institution) in Agricultural Economics, Agricultural Development, Development Economics with a specialization in Agriculture or any equivalent field directly related to this assignment;
  • If the expert does not have a Master's Degree, she/he must have at least a Bachelor's degree in the above mentioned fields combined with an additional 2 years of relevant professional experience;
  • Excellent training and mentoring skills;
  • Initiative, tact and proven ability to maintain harmonious working relationships in a multicultural setting with good team spirit;
  • Strong analytical skills;
  • Fluency in spoken and written English.

General professional experience

  • At least 10 years of practical experience in the field of agriculture and rural development;
  • Strong knowledge of private sector operations in agribusiness;
  • Experience of working in developing countries, in particular small-sized countries, will be considered an asset.

Specific professional experience

  • Has conducted at least 2 inclusive value chain assessments as lead consultant;
  • At least 3 years of professional experience at working on agribusiness development;
  • Previous professional experience working in rural development in Small Island Developing States and/or Least Developed countries will be considered as an asset.

Specific professional experience

  • At least 3 years working experience in designing, conducting and facilitating capacity building initiatives of public administration in strategic planning, processes and procedures, policy development and review;
  • A minimum of 2 years of professional experience with institutional reforms and governance framework in the agricultural sector;
  • At least one fulltime continuous assignment of more than one year performed successfully as team leader (overseeing a team of at least 3 peoples);
  • At least 3 years of professional experience in the provision of technical support in the framework of a budget support operation;
  • Successful experience of EU sector reform performance contracts, preferably in rural development / agriculture will be considered as an asset;
  • Previous professional experience working in rural development in Small Island Developing States and/or Least Developed countries will be considered as an asset;
  • Experience in public administration restructuring and decentralization will be considered an asset.

Project Manager - Environment Department

About AGRER

AGRER (Brussels, Belgium) carries out studies and provides technical assistance for the design and implementation of projects and programmes in the framework of international co-operation, bilateral and multilateral agreements, with funding from the European Union, the World Bank, Regional Banks and other specialised funding agencies.

AGRER was established in 1959 and, since 2012, has been part of the Typsa group (Spain).

AGRER’s main fields of expertise include: Agriculture & Rural Development, Environment & Natural Resources Management, Economic Development, Public Governance, Institutional Support.

AGRER is currently seeking to reinforce its Environment Department with a full-time Project Manager.  The Department is currently active in the following sectors: fisheries, climate change mainstreaming and access to finance, environmental and social safeguards, land use and regional planning, etc.

Main tasks – report to the Manager of Environment Department

  • Development of commercial activities (market analysis, identification of new project opportunities, contacts with clients, partners, …).
  • Preparation of Expressions of Interests and tenders: selection of experts, negotiation of collaboration agreements with partners, background analysis and research, writing of technical and financial proposals,
  • Negotiation of contracts with clients,
  • Management of awarded contracts: technical and logistical support to experts; partners & clients relationship management; monitoring and quality control of contractual reporting and of services provided; supervision of project administration and finance, etc…..

Requirements

  • Advanced degree (MSc level) in environmental sciences/management, economics, bioengineering, international affairs or similar
  • Minimum 2 years experience in a consulting firm or development agency, dealing with studies, consulting assignments, project backstopping and management, government counterparts
  • Specialization or prior experience in climate change related domains, demonstrating familiarity with current CC programming
  • Knowledge and experience of procurement procedures of EU and other development agencies
  • French and English completely fluent, written and oral - other languages a plus
  • Highly organised
  • Strong attitude to quantitative financial analysis for project management
  • Advanced skills in MS Excel
  • Positive attitude to client and interpersonal relations and teamwork
  • Willing to travel in development countries
