SUPPORT TO THE IMPLEMENTATION OF AN INFORMATION SYSTEM FOR RURAL DEVELOPMENT AND LAND PLANNING (SIDRAT)

The SIDRAT Project aims at implementing - at the level of the Ministry of Land Planning, Urban Planning and Housing (MATUH) - a system to better coordinate all data related to land planning. More specifically, the Project will allow the creation of a real national Geographical and Biophysical reference. This system will be the basis for the design of national and regional master plans.
Two services will be set up (within the MATUH): (1) a Land Planning Department and (2) a Digital Geographic Information Department, the second acting as technical support to the first one. Both services will have a vertical dimension, with decentralized structures in each region,  and a cross dimension by benefiting from corresponding services in each partner structure (Ministry of Agriculture, Ministry of Livestock and Animal Resources, Ministry of Environment, Water Resources and Fisheries, Permanent Unit).
Objectives are the capacity building and training of the MATUH national staff and partners’ institutes (especially the Ministry of Agriculture, the Ministry of Animal Resources, the Ministry of Water Resources, the Ministry of the Environment) on the collection and sharing data processing and development of databases, their mapping, analysis for the development of scenarios and development strategy at national and regional levels.
The project will also conduct institutional support activities to strengthen the legal and regulatory framework to:
- give objective measures for the development of strategies and policies for rural development
- improve strategic planning and government programs and projects in the fight against poverty in rural areas, food security, improvement of the living and production facilities, management of natural resources and sustainable development, decentralization and participatory development
- facilitate the implementation of programs and projects and monitoring and evaluation related to it.
