„EU Support to Sustainable Energy Connectivity in Central Asia (SECCA)”

The intended start date is 1 July 2021 and the period of implementation of the contract will be 48 months from this date.

Key expert 1: Energy Sector Engineer – minimum 680 working days (at least 75% in the region)
Qualifications and skills
 At least a Master Degree academic level in engineering, or in the absence of such Master Degree – an academic degree in relevant field with more than 15 years of professional experience in the energy sector engineering;
 Ability to draft clear and concise reports;
 Excellent social, communication and presentation skills including online presentation skills;
 Fluency in oral and written English (at least C1 level) is essential;
 Fluency in oral and written Russian (at least B2 level) is a strong asset.
General professional experience
 At least 12 years of working experience in energy sector engineering;
 At least 3 years of international working experience in Energy Efficiency and Renewable Energy assignments;
 Working experience with EU sustainable energy and environmental legislation;
Specific professional experience
 At least 1 year of working experience in development co-operation matters;
 At least 5 years of working experience in Energy Efficiency and Renewable Energy engineering;
 At least 1 year of working experience in the EU-funded Technical Assistance project is an asset;
 Experience in delivery of seminars and/or trainings in a multicultural environment.

Key expert 2: Senior Energy Sector Governance Expert – minimum 680 working days (at least 75% in the region)
Qualifications and skills
 At least Master Degree academic level in engineering, law or management, or in the absence of such Master Degree – an academic degree in relevant field with more than 15 years of professional experience in energy sector governance;
 Ability to draft clear and concise reports;
 Excellent social, communication and presentation skills including online presentation skills;
 Fluency in oral and written English (at least C1 level) is essential;
 Fluency in oral and written Russian (at least B2 level) is a strong asset.
General professional experience
 At least 12 years of working experience in governance of the energy sector;
 At least 3 years of international working experience in energy sector governance and legal counsel;
 Working experience with EU sustainable energy and environmental legislation;
Specific professional experience
 At least 1 year of working experience in development co-operation matters;
 At least 5 years of working experience in Energy Efficiency and Renewable Energy governance/legal counsel;
 At least 1 year of working experience in the EU-funded Technical Assistance project is an asset;
 Experience in delivery of seminars and/or trainings in a multicultural environment.

Key expert 3: Senior Energy Sector Finance Expert – minimum 680 working days (at least 75% in the region)
Qualifications and skills
 At least Master Degree academic level in finance or economics, or in the absence of such Master Degree – an academic degree in relevant field with more than 15 years of professional experience in the financial sector;
 Ability to draft clear and concise reports;
 Excellent social, communication and presentation skills including online presentation skills;
 Fluency in oral and written English (at least C1 level) is essential;
 Fluency in oral and written Russian (at least B2 level) is a strong asset.
General professional experience
 At least 12 years of working experience in the finance and capital markets sector;
 Working experience in emerging/developing economies;
 At least 3 years of international working experience on sustainable energy assignments;
 Working experience with EU sustainable energy and environmental legislation.
Specific professional experience
 At least 5 years of experience in investment facilitation in sustainable energy projects;
 Previous working experience with Emission Trading Scheme carbon market instruments;
 At least 1 year of working experience in development co-operation matters;
 Previous experience in the EU-funded Technical Assistance project is an asset;
 Experience in delivery of seminars and/or trainings in a multicultural environment.
