Core Team expert 1: Team Leader (TL)

Qualifications and skills

  • University degree (Master’s or equivalent) in natural resources management, environment, sustainable development, agronomy, social, political, or economic sciences or relevant, directly related discipline;
  • Knowledge of the key international processes and instruments of the international climate change regime. These include, among others, the UN Framework Convention on Climate Change, the Kyoto Agreement, the Paris Agreement and the Sendai Framework for Disaster Risk Reduction;
  • Solid knowledge of EU climate, environment and energy policy;
  • A good understanding of the EU development cooperation policy and/or EU Member States financing mechanisms for development and financial regulations governing their budgets;
  • Ability to operate in the English language at C2 level for understanding, speaking and writing skills according to the Common European Framework of Reference for Languages as demonstrated by certificate or by past relevant experience;
  • Ability to operate in the French language at C2 level for understanding, speaking and writing skills according to the Common European Framework of Reference for Languages as demonstrated by certificate or by past relevant experience;
  • Ability to operate in Spanish or Portuguese (B2 level) is an asset;
  • Advanced IT skills.

General professional experience

  • At least 12 years of professional experience in climate change and sustainable development nexus in the context of international cooperation
  • At least 6 years of professional experience as a team leader.

Specific professional experience

  • At least 4 years of field experience in the areas of climate adaptation and mitigation policies and/or project design and implementation in a developing country;
  • Experience in multi-country programmes is an asset;
  • Previous experience with EU-funded projects is an asset;
  • Training delivery and knowledge sharing experience is an asset;
  • Experience in gender mainstreaming related to his/her area of expertise is an asset.

 

Core team expert 2: Deputy Team Leader – NDC support and GHG emissions expert (DTL)

Qualifications and skills

  • University degree (Master’s or equivalent) in natural resources management, environment, sustainable development, agronomy, social, political, or economic sciences or relevant, directly related discipline;
  • Knowledge of the key international processes and instruments of the international climate change regime. These include, among others, the UN Framework Convention on Climate Change, the Kyoto Agreement, the Paris Agreement and the Sendai Framework for Disaster Risk Reduction;
  • Solid knowledge of EU climate, environment and energy policy;

  • At least 4 years of field experience in the areas of climate adaptation and mitigation policies and/or project design and implementation in a developing country;
  • At least 2 years of working experience and/or analytical work on GHG emissions inventories at sector and national level, and/or carbon footprint calculation methodologies for the assessment of Project GHG emissions and emission variations;
  • Experience in multi-country programmes is an asset
  •  Previous experience with EU-funded projects is an asset;
  • Training delivery and knowledge sharing experience is an asset;
  • Experience in gender mainstreaming related to his/her area of expertise is an asset.

Core team expert 3: Climate adaptation and Disaster Risk Reduction Expert (SKE3)

Qualifications and skills

  • University degree (Master’s or equivalent) in disaster risk management, economics, engineering, sustainable development, environmental sciences or a relevant, directly related discipline;
  • Knowledge of the climate change and development nexus, inter alia: the UN Framework Convention on Climate Change, the Sendai Framework for DRR, adaptation, mitigation or DRR policies and initiatives worldwide;
  • Knowledge in the area of disaster risk finance and insurance, disaster risk financing strategies, insurance products and markets, risk pooling mechanism, regional risk facilities or DRF analytics;
  • A good understanding of EU development assistance and/or EU Member States financing mechanisms for development and financial regulations governing their budgets is an asset;
  • Knowledge of environment, ecosystems and/or management of natural resources is an asset;
  • Ability to operate in the English language at C2 level for understanding, speaking and writing skills according to the Common European Framework of Reference for Languages as demonstrated by certificate or by past relevant experience;
  • Ability to operate in the French language at C2 level for understanding, speaking and writing skills according to the Common European Framework of Reference for Languages as demonstrated by certificate or by past relevant experience;
  • Ability to operate in Spanish or Portuguese (B2 level) is an asset;

  • Working experience in the area of Disaster Risk Finance and Insurance instruments, risk and emergency preparedness, early warning systems, risk assessment and management would be an asset;
  • Experience in multi-country programmes is an asset;
  • Previous experience with EU-funded projects is an asset;

  • At least 5 years of experience in the delivery of advice towards the design and implementation of public fiscal (e.g. carbon pricing, elimination of fossil fuel subsidies), monetary, financial (e.g. standardised taxonomies on investments, green bonds), or procurement policies and strategies contributing to climate mitigation and adaptation objectives;
  • Experience in multi-country programmes is an asset;
  • Previous experience with EU-funded projects is an asset;
  • Training delivery and knowledge sharing experience is an asset;
  • Experience in gender mainstreaming related to his/her area of expertise is an asset.

Core Team experts 5, 6 and 7 (SKE5, SKE6, SKE7)

These positions are full-time (220 man days/year).

These are the requirements that each of these experts must fulfil:

Qualifications and skills

  • A minimum of 5 years of experience in at least one of the areas of expertise mentioned above (see section 6.1.1. a) to i)); 
  • Experience in multi-country programmes is an asset;
  • Previous experience with EU-funded projects is an asset
  • Training delivery and knowledge sharing experience is an asset;
  • Experience in gender mainstreaming related to his/her area of expertise is an asset.

Core Team expert 8: Knowledge sharing & Communication expert (SKE 8)

This position is full-time (220 man days/year) with these requirements to fulfil:

Qualifications and skills

  • He/she has have a university degree (Master’s or equivalent)
  • Ability to operate in the English language at C2 level for understanding, speaking and writing skills according to the Common European Framework of Reference for Languages as demonstrated by certificate or by past relevant experience;
  • Ability to operate in the French language at C2 level for understanding, speaking and writing skills according to the Common European Framework of Reference for Languages as demonstrated by certificate or by past relevant experience;
  • Ability to operate in Spanish or Portuguese (B2 level) is an asset;
  • Advanced IT skills.

General Professional Experience

  • He/she has a minimum of 6 years in knowledge management and brokering, training design and delivery and/or communication – including inter alia management of social media, awareness campaigns, newsletters, design of communication and visibility products;
  • Experience in statistical data management and analysis is an asset;
  • Experience in gender mainstreaming related to his/her area of expertise is an asset;
  • Previous experience with EU-funded projects is an asset.

Specific Professional experience

  • At least 2 years of experience related to knowledge management and brokering in the field of climate and environment

Core Team expert 9: Junior Expert (JUN9)

This position is full-time (220 man days/year) with these requirements to fulfil:

Qualifications and skills

  • The Junior Expert must have a University degree (Master’s or equivalent)

General Professional Experience

  • At least 3 years of professional experience in climate change related issues in the context of international cooperation. He/she is proficient user of Ms Office applications, and is comfortable in using IT tools and databases;
  • Ability to operate in the English language at C2 level for understanding, speaking and writing skills according to the Common European Framework of Reference for Languages as demonstrated by certificate or by past relevant experience;
  • Ability to operate in Spanish, Portuguese or French language at C1 level for understanding, speaking and writing skills according to the Common European Framework of Reference for Languages as demonstrated by certificate or by past relevant experience is an asset;
  • Experience in statistical data management and analysis is an asset.

Specific Professional experience

  • Experience in at least one of the areas of expertise mentioned above (see section 6.1.1. a) to i));
  •  Experience in multi-country programmes is an asset;
  • Previous experience with EU-funded projects is an asset
  • Knowledge sharing experience is an asset;

Non-key experts

The Contractor should have at its disposal a pool of senior and junior short-term non-key experts ready to be employed for specific missions, trainings, tasks and complementing the expertise provided by the core team experts as needed. The indicative number of man/days required for the non-key experts is 1300 days.
