TECHNICAL ASSISTANCE TO THE SADC SECRETARIAT

We are currently looking for experts with experince in Climate Change, Environnemental Sciences/Management, Project Management. The following profiles are needed :

KE 1 - Project Coordinator

QUALIFICATIONS AND SKILLS

  • At least Masters Level Education in Project Management, Business Administration, Development Cooperation or any other related fields.
  • Fluency in English. Knowledge of French and Portuguese will be considered as an asset

GENERAL PROFESSIONAL EXPERIENCE

  • At least 7 years of relevant experience in managing/implementing development cooperation programmes.
  • Relevant experience in international or regional organizations managing regional programmes.
  • Proven experience in the organization of meetings, trainings, workshops or similar events.
  • Proven experience in effectively managing budgets, people, multiple activities
  • Experience in managing Environment/Climate Change and Natural Resources programmes and or projects will be considered as an advantage.
  • Experience in managing programmes in the Southern African Region will be considered as an advantage.
  • Preferably, experience managing programmes funded by International Cooperating Partners (e.g. European Union, World Bank, USAID).

 

KE 2 - Climate Change Expert

  • Experience in implementing Climate Change programs, preferably in the Southern African Region. 
  •   Preferably climate change experience at regional or international level
  • Relevant experience in working with intergovernmental bodies and multidisciplinary teams

Bangladesh - Sustainable Coastal and Marine Fisheries Program

We are currently looking for experts having experince in coastal and marine fisheries sector, for a future project in Bangladesh. The following profiles are needed : 

The Project Manager/Chief of Party will have an advance graduate degree in Business Management, Economics/ Finance, Engineering or Natural Sciences with at least 15 years of project management experience, leading large multidisciplinary teams in international project finance and significant exposure to investment project finance from the WB or other MDBs. Investment project and major (institutional) sector reform experience in the fisheries sector is highly desirable. Project Management Professional (PMP) certification will be a plus. The Project Manager will have overall responsibility for the PMC work and oversee the PMC work planning, implementation and tracking of project activities and specified deliverables. The Project Manager will have demonstrated team and people management skills and perform his duties with integrity. In this context, successful project managed experience track record in South Asia is highly desirable. 

The DeputyProject Manager /Deputy Chief of Party will work hand in hand with the Chief of Party and will ensure day-to-day project activities are properly implemented, monitored and documented. S/he will play a major role in establishing a collaborative interface with the PMC team and the PMU. The DCP be a Bangladeshi national, with investment project management experience of no less than 15 years, familiar with the fisheries sector, sector policies and regulations, fisheries and mariculture/aquaculture management and practices in Bangladesh.

The Senior Procurement Adviser will be a qualified senior procurement specialist with at least 15 years of experience in World Bank-finance procurement and or contract management, ideally involving WB or other MDB investment projects in Bangladesh. He/she should have experience intender/bidding process and documents for procurement of consultants, services, goods, and work in accordance with WBG procurement rules, including large consultants and/or service contracts. Working experience in fisheries sector as with information technology, design, and engineering will be also a plus.

The Monitoring and Evaluation (M&E) Specialist will assist the PMU to design, deploy, and maintain project monitoring system tracking the project results based on (Project’s Results Framework (PRF) that also meets GoB reporting requirements. The M&E system should further allow for interfacing with the SDF reporting under Component 3. 

The Senior Fisheries Management/Community Co-management and Planning Specialist will advise and assist the PD/PMU in project investment and DOF capacity-building/training activities related to fisheries management and governance, including supporting the PMU in implementation of activities related to fisheries management policies, development strategy and institutional reforms, with specific focus on enabling and operationalizing at scale of community co-management.

Senior Project Manager - Deputy Manager to Development Department

AGRER, bureau d’études spécialisé en appuis et conseils (études, assistance technique,…) dans le cadre de projets internationaux dans les secteurs de l’aide publique au développement recherche pour soutenir un de ses Départements de Développement un(e) Chef de projet senior, Adjoint au Directeur, chargé(e) de :

 

  1. Développer l’activité commerciale (analyse de marché, définition d’objectifs et de stratégie, identification de nouveaux prospects et de partenaires, contact avec les clients, documentation, …).
  2. Appuyer l’équipe concernant l’élaboration des lettres d’intérêt et dossiers d’appel d’offres : négocier des accords de collaboration avec des partenaires, identifier et sélectionner des experts, préparer des offres techniques et financières.
  3. Négocier les contrats remportés avec les clients.
  4. Suivi de la bonne gestion des contrats : encadrer et fournir l’appui nécessaire à son équipe et aux experts, afin de bien gérer les relations avec les clients et les partenaires, assurer le respect des engagements contractuels, contrôler au siège et sur le terrain la qualité des prestations et des livrables, superviser la préparation des factures et le suivi des paiements, etc. 

Les principaux secteurs concernés sont le développement rural, la gouvernance publique et le développement économique. Zones géographiques principales : Afrique et Asie

 

Formation : 

Diplôme supérieur (MSc min) dans un domaine lié aux activités :  bio-ingénierie, agronomie, économie, finances publiques,…

Très bonne maîtrise du français et de l’anglais. Une bonne connaissance d’autres langues sera considérée comme un atout.

 

Expérience :

Expérience professionnelle confirmée en relation avec la fonction (minimum 12 ans) dont au moins 6 ans en matière d’acquisition et gestion d’un portefeuille de projets internationaux dans le domaine de l’aide publique au développement.

Bonne connaissance des stratégies, procédures et modalités d’exécution des principaux bailleurs de fonds.

Un bon réseau de contacts parmi les bailleurs, consultants et clients.

Expérience dans la gestion d’équipes.

Excellente maitrise des logiciels standards Microsoft Office (Word, Excel, PowerPoint) et utilisation d’Internet.

 

Personnalité :

Sociable et dynamique, bon relationnel.

Excellent sens commercial et bonnes capacités de négociation.  

Aptitude à gérer les problèmes de manière indépendante et responsable.

Flexibilité, respect de deadlines courtes.
