SUPPORT FOR DESIGN AND MONITORING OF RURAL DEVELOPMENT PROGRAMMES IN PAKISTAN

The overall objective of this assignment is to contribute to a robust results-oriented implementation of the EU rural development programmes in Pakistan

1. Advise and assist the EU Delegation and its rural development portfolio implementing partners
on the design and implementation of robust monitoring systems allowing for a real-time
implementation progress;

2. Build the technical capacities of the implementing partners’ staff for an effective application of
area-based community-driven development approach;

3. Assist in planning of new EU rural development programmes in Pakistan;

4. Advise the EU Delegation on integration of community-driven development principles and
practices in its approach to rural development programmes;

5. Support the implementation, reporting and empirical content of ongoing rural development
programmes, focusing on the development of agriculture value chains, including their gender
component, with a view to:

a. increasing local household income;
b. using increased village income to sustain CPIs through O&M activities;
c. facilitating calculation of baseline data for economic activities; and
d. increasing the involvement of women in real economy activities;

6. Deliver training in all aspects of area-based community development at post-graduate level at
universities in Peshawar and Quetta, (in order to increase the flow of good quality, well-informed
graduates seeking to join the implementing partners of EU-funded programmes)
