PROVINCIAL GOVERNANCE ASSESSMENT

The purpose of the survey and its resulting report is to:
Review the current state of public service delivery in health, education, agriculture, water and electricity and establish a baseline in terms of quality, quantity, access performance and integrity.
Stimulate a dialogue between various stakeholders: citizens, non-governmental organizations, local communities, service providers and provincial and national governments. Stimulate accountability mechanisms and encourage ongoing and sustained accountability streams.
The diagnostic study should provide governments and national governments with benchmarks that will allow them to improve performance and the quality and integrity of their services. The survey will provide a basis of empirical data detailing the institutional strength and weaknesses. These data will be used to identify priority areas for reform actions in each specific sector and provide baseline benchmark.
