MID-TERM EVALUATION OF THE PROJECT “SUPPORT TO SOCIAL COHESION WITHIN THE ANDINE COMMUNITY (CESCAN I)

Technical and administrative provisions considered within the framework of the Financing Contract (FC) signed between the CAN General Secretary and the European Commission foresee a mid-term evaluation to assess the functioning and progress of the project.

The mid-term evaluation complies with the requirements of the implementation phase of the project cycle. This evaluation aims at finding the lessons learned during the first years of implementation of the project and to make the necessary adjustments to the content of the ongoing intervention according to the reality and the evolution of the context.

This mid-term evaluation will provide the following information:
• Global independent assessment of the last performances of the project, with a special focus on the impact of the project activities towards the objectives
• Identify key lessons learned and propose practical recommendations for the monitoring actions
• It must include recommendations for adjustments or reorientation of the project.
• According to the FC, the objective of the mission is to evaluate actions according to relevance, coherence and sustainability by analyzing not only aspects related to CESCAN I but also the context surrounding the Project and make suggestions that allow to improve the effectiveness and efficiency of CESCAN I in order to reach the objectives and results proposed.
