FINAL EVALUATION FOR THE INSTITUTIONAL DEVELOPMENT ACROSS THE AGRI FOOD SECTOR (IDAF)

The global objective is to assess the impact of IDAF in fostering an enabling institutional environment for the development and growth across the agricultural and food industry, through the development of institutional capabilities of public and non-public actors, and advise the Government of Malawi, the European Union and other stakeholders on the strengths and weaknesses of the project.

The assignment is divided into two parts each with a specific objective. These are:

1) Undertake a final evaluation (relevance and quality of design; efficiency; effectiveness; impact; sustainability) to determine the extent to which IDAF has contributed to the development of institutional capabilities of public and non-public actors in order to improve livelihoods of rural poor and establish whether or to what degree targets in the logical framework have been attained. This also includes documenting the degree of fulfilment of the special conditions contained in the Technical and Administrative Provisions of the Financing Agreement.

2) Based on the mission's findings, make recommendations for future support to Institutional capacity development and Agribusiness in line with the ASWAp; this part of the assignment should also take into consideration the 10th EDF formulation report.
