Methodological and Knowledge Sharing Support for EU External Interventions

The overall objective of this contract is to provide support and technical assistance to the Directorate General for International Cooperation and Developments (DG DEVCO) to improve quality, coherence and effectiveness of EU interventions in international cooperation through increased knowledge, reinforced capacities, enhanced working methodologies and skills of EU staff in Headquarters and Delegations.

In this frame, we are looking for the following experts :

1) Team Leader (220 working days, based in Brussels)

Qualifications and skills:

  • At least a University degree (Bachelor 3 years + master degree or 4 years University degree) in a relevant discipline (such as project/programme management, international relations/development cooperation, political science, law, economics) or alternatively relevant professional experience of minimum 12 years.
  • Fluency in English and French (C1/C2 level). Knowledge of Spanish and/or Portuguese will be an asset.
  • Ability to work and communicate effectively in a multicultural environment
  • Team management skills.

General professional experience:

  • At least 10 years of experience in development/international cooperation projects.

Specific professional experience:

  • Proven knowledge of Learning methods (designing/ implementing/ monitoring/ evaluating) relevant for international cooperation and development.
  • Good understanding of EU international cooperation and development policies, instruments and implementation modalities as well as of the developments at international level (2030 Agenda and SDGs).
  • Field experience (at least 3 years) in regions covered by EU Cooperation (Africa, Asia & Pacific, Latin America & Caribbean, European Neighbourhood).
  • Past experience in drafting methodological guidance (e.g. Project Management Methodology) and analytical tools supporting interventions in international cooperation and development will be considered a strong asset
  • At least 8 years of experience as team leader in international cooperation projects, preferably of a mixed team of long and short-term experts.

 

2) Activities Coordinator (220 working days, based in Brussels)

Qualifications and skills:

  • At least a University degree (Bachelor 3 years + master degree or 4 years University degree) in a relevant discipline (such as social sciences, law, political science, administration and management, economics, development cooperation) or alternatively relevant professional experience of minimum 7 years.
  • Project management skills
  • Fluency in English and French (C1/C2 level). Knowledge of Spanish and/or Portuguese will be an asset
  • Ability to work and communicate effectively in a multicultural environment

General professional experience:

  • At least 5 years of experience in project/programme management in the field of external relations/development cooperation.

Specific professional experience:

  • At least 3 years of experience (with management responsibilities in terms of budgets and human resources) in implementing large scale (minimum EUR 2 million) projects/programmes in an international environment,
  • At least 3 years of experience in coordinating tasks with teams composed of Long-term and Short Term experts.
  • Experience in managing project(s)/programme(s) in or with the academic and/or learning sector (e.g. University, Think tank, Research organisation) will be considered an asset.
  • Experience with EU funded operations will be an asset.
  • Field experience in regions covered by EU Cooperation (Africa, Asia & Pacific, Latin America & Caribbean, European Neighbourhood) will be considered an asset.

     

3) Learning experience Designer (220 working days, based in Brussels)

Qualifications and skills:

  • At least a University degree (Bachelor 3 years + master degree or 4 years University degree) in education & training sciences (preferably in adult learning process management, social sciences) or other relevant fields, or alternatively relevant professional experience of minimum 12 years.
  • Fluency in English and French (C1/C2 level). Knowledge of Spanish and/or Portuguese will be an asset
  • Ability to work and communicate effectively in a multicultural environment

General professional experience:

  • At least 10 years of successful experience in designing-implementing-evaluating organisational learning programme(s) and in managing adult learning activities,

Specific professional experience:

  • Proven experience in developing and implementing a learning path for staff of a large organisation using various and innovative learning approaches.
  • At least 4 years of experience as trainer for multicultural audiences.
  • Knowledge of EU international cooperation and development will be a strong asset.
  • Experience in knowledge capitalisation aiming at capacity development in international organisations be considered an asset.
  • Field experience in regions covered by EU Cooperation (Africa, Asia & Pacific, Latin America & Caribbean, European Neighbourhood) will be a strong asset.
  • At least 6 years of successful experience in adult learning in the context of international cooperation and development.
